Method declaration

The record cross-checks what Colorado health plans publish about their networks and rates against federal and state public records. Sources are captured with recorded content hashes and captured-at dates; findings pass evidence gates before publication; editions are sealed with content roots that resolve at /verify; and corrections, supersessions, and withdrawals ship as new sealed instruments, never as silent edits. The method artifacts this record has published — including the withdrawal of its own findings — are indexed at /methods.

On 2026-08-04 TrustNav withdrew the Network Integrity Record’s licence-gap class — 182 findings — after its own control comparison showed the method did not distinguish the flagged population; with 7 further findings withdrawn on 2026-07-31 for lack of corroborating evidence, that record now stands on nothing, 189 of 189. The two classes failed for different reasons on different dates, and are not merged here; on 2026-08-06 it published a correction record for the UHC / Surest public-file availability finding after its own negative control narrowed what that observation proves. Both instruments are sealed and served; both are linked from /methods.

The record makes no regulatory determination; every regulatory call remains with the bodies that make them.
